India Initiates First Anti-Dumping Sunset Review on Float Glass from Malaysia

On March 27th, India’s Ministry of Commerce and Industry announced the initiation of the first anti-dumping sunset review investigation on clear float glass originating from or imported from Malaysia, in response to an application submitted by Indian companies Asahi India Glass Ltd., Gold Plus Glass Industry Ltd., Gold Plus Float Glass Pvt. Ltd., and Saint Gobain India Pvt. Ltd.

The dumping investigation period for this case covers 12 months from October 1, 2023, to September 30, 2024. The injury investigation period spans from 2021-2022, 2022-2023, 2023-2024, and specifically from October 1, 2023, to September 30, 2024.

On August 23, 2019, the Ministry of Commerce and Industry announced an anti-dumping investigation on float glass originating from or imported from Malaysia, following a joint application by Indian companies Saint-Gobain India Pvt Ltd., Sisecam Flat Glass India Ltd., Gold Plus Glass Industries Ltd., and Asahi India Glass Ltd. On August 20, 2020, the Ministry made a positive final determination in the case. Subsequently, on November 11, 2020, the Central Board of Indirect Taxes and Customs (CBIC) under the Ministry of Finance issued Notification No. 30/2020-Customs (ADD), deciding to impose anti-dumping duties on Malaysian float glass with a thickness of 4mm to 12mm. The duty is the difference between the landed value (provided it is less than the minimum price) and the minimum price, which ranges from USD 273.12 to USD 326.00 per ton. The measure is effective for five years, expiring on November 10, 2025.
