Germany’s Federal Network Agency (BNetzA) has announced the results of its latest ground-mounted solar tender held on March 1, 2025, revealing continued investor enthusiasm with bids exceeding allocated capacity for the eighth consecutive round.

The agency received 420 proposals totaling 3.839 gigawatts (GW)—far surpassing the 2.625 GW available. Ultimately, 271 projects were awarded contracts with a combined capacity of 2.638 GW, slightly overshooting the tender’s original scope.
BNetzA President Klaus Müller welcomed the results, noting, “Ground-mounted solar systems with grid-balancing capabilities are crucial for aligning renewable energy supply with demand fluctuations. This tender underscores the sector’s maturity and flexibility.”
Awarded projects span 14 federal states, with Bavaria leading at 607 MW, followed by Brandenburg (367 MW) and Lower Saxony (315 MW).
“Competition remains fierce,” Müller added. “Bidding participation hit record levels, and average electricity prices continued their downward trajectory.”
The tender’s €0.0680/kWh price cap was outmatched by winning bids ranging from €0.0399/kWh (0.045/kWh) to €0.0488/kWh (0.055/kWh), yielding a weighted average of €0.0466/kWh ($0.053/kWh)—a 2.1% drop from the previous round’s €0.0476/kWh average.
The December 1, 2024, tender, which awarded 2.15 GW, had set the prior benchmark. The next tender for this category is scheduled for July 1, 2025.
