EU Approves Revised EPBD, Germany Expands Mandatory PV Installation

On April 12, 2024, the Council of the European Union formally adopted the revised Energy Performance of Buildings Directive (EPBD), requiring all new buildings to achieve net-zero emissions by 2030 and public buildings by 2028.

According to China Storage Vision, several regions in Germany will expand mandatory photovoltaic (PV) installation policies for buildings starting in 2025. Several German federal states plan to expand the scope of mandatory PV installation regulations from 2025 onwards, as detailed below.

Bavaria: From January 1, the obligation to install PV will be extended to non-residential roof renovation projects, requiring at least one-third of suitable roof areas to be covered by PV.

Bremen: From July 1, the obligation will be extended to all new buildings, with more than 50% of roofs required to install PV.

Lower Saxony: The obligation to install PV will be extended to all new buildings, with at least 50% of roof area required to be covered.

North Rhine-Westphalia: The obligation will be extended to new residential buildings.

Currently, among Germany’s 16 federal states, those with explicit PV obligations include Baden-Württemberg, Bavaria, Berlin, Brandenburg, Bremen, Hamburg, Hesse, Lower Saxony, North Rhine-Westphalia, Rhineland-Palatinate, Schleswig-Holstein, and others. The remaining states are also discussing the introduction of PV obligation regulations.
