The National Energy Administration (NEA) has announced that it will intensify efforts this year to support more private enterprises in participating in the development and construction of energy projects.

This includes supporting private enterprises in oil and gas exploration and development, processing and conversion projects, investing in new energy and power facility construction projects, and encouraging them to participate in coal mine development and construction in various forms to orderly release advanced coal production capacity. The NEA will also guide private enterprises to play a greater role in building a new energy system, such as the nine special actions for constructing a new power system and the renewable energy substitution action. Capable private enterprises will be supported to undertake national major technological breakthrough tasks in the nuclear power sector, participate in the construction of the nuclear power industrial chain and supply chain, and take equity stakes in nuclear power projects.
Statistics show that in the past decade, dozens of private enterprises have been supported to undertake or participate in related scientific research tasks for major nuclear power projects alone. Among China’s wind turbine manufacturers, private enterprises account for about 60%, and most photovoltaic equipment manufacturers are private enterprises. Nine out of the top ten domestic enterprises in terms of new energy storage system shipments in 2023 were private enterprises.
An official from the NEA introduced that the next step will be to strengthen policy support for the healthy development of the private economy in the energy sector. The NEA will implement documents on the market-oriented reform of new energy on-grid tariff rates, shifting from “guaranteed quantity and price” to “market bidding” to promote reasonable quantitative growth and effective quality improvement in the new energy industry. It will encourage private enterprises to actively invest in the construction of distributed new energy, new energy storage, virtual power plants, smart microgrids, and other new technologies, new business forms, and new models. Policy documents accelerating the development of virtual power plants will be issued. The NEA will also expedite the issuance of policy documents promoting new energy consumption, stimulating vitality at all levels, and better meeting the business development needs of various operating entities such as private enterprises and the green energy needs of key users.
