China’s National Energy Administration (NEA) issued a comprehensive announcement on September 24 to solicit opinions on the Implementation Opinions on Deepening the Reform in the Energy Field and Optimizing the Business Environment (Exposure Draft) to ask for accelerating the development for new energy.
It is clear stressed that relevant departments shall promote the low-carbon transformation of energy through innovation and accelerate the development of new energy. They should simplify the filing procedures for new energy projects and unconditionally file the implementation of new energy projects without subsidies. For projects that have fulfilled the administrative licensing procedures in accordance with the law and regulations, it is not allowed to increase or increase in disguised form the handling links and application materials for the commencement of project construction, grid connection operation and completion acceptance.
The document requires relevant departments to promote the integrated development of multi energy, establish a collaborative development mechanism for multiple energy varieties of clean energy base, coordinate the development subjects, establish and improve the integrated planning, approval (or filing) and construction process of multi energy complementarity, and coordinate the construction sequence of multi energy integrated construction projects and transmission channels.
They also need to promote the construction of distributed generation market. Improve the market-oriented transaction mechanism of distributed generation, improve the price policy supporting the market-oriented transaction of distributed generation, and establish an institutional mechanism suitable for the transaction between renewable energy micro grid, stock small grid, incremental distribution network and large grid.
A long-term mechanism for low-carbon energy transformation shall also be established and improved. NEA supports oil and gas enterprises to use existing resources to build clean energy power generation projects such as photovoltaic, to promote the implementation of integrated development projects of natural gas power generation and renewable energy, and promote the coordinated development of fossil energy and renewable energy. Such enterprises shall also adapt to the construction of new power system with new energy as the main body, and promote better coordination between coal power and new energy development, further encourage and optimize the long-term agreement mechanism between energy enterprises and major users to ensure the stable supply of energy.
