World’s first Carbon Management System Standard launched at CIIE

The world’s first Carbon Management System Requirements and Guidelines was officially released by Shanghai Environment and Energy Exchange (SEEE) at the 2021 International Carbon Neutrality and Green Investment Conference held during the 4th China International Import Expo in Shanghai on November 8.


The document is the world’s first comprehensive carbon management system standard, drafted by SEEE and Shanghai Academy of Quality Management, and jointly formulated by more than 10 units including Fudan University and Nanjing University. It was issued by China Industrial Energy Conservation and Cleaner Production Association.

Bin Hui of SEEE introduced that the document draws lessons from foreign mature energy management system standards, greenhouse gas emission standards and quality management system standards. Compared with the existing system, it added contents of management, including carbon emission management, carbon trading management, carbon asset management and carbon neutralization management.

Bin Hui said that the carbon management system was launched under the national dual carbon target strategy and the background of the launch of the national carbon market, which is of great significance.

Firstly, the introduction and application of carbon management system will be conducive to the stable development of the national carbon market. By establishing carbon management system, enterprises can strengthen carbon management ability, actively participate in carbon trading market and improve market liquidity; Improve the compliance and security of enterprise transactions and maintain the stability of the market.

Secondly, it helps to achieve the carbon emission peak and carbon neutralization goals of local governments. Through the construction of carbon management system, local governments can realize the accurate management of emission control enterprises, find out the background of enterprises, formulate local double carbon goal realization path, and reasonably guide the transformation and development of enterprises and industrial development.

Finally, through the establishment of carbon management system, it helps enterprises carry out carbon emission related work in the product life cycle to deal with the carbon tariff risk under international trade.

SEEE has carried out the construction of carbon management system demonstration cities and demonstration parks with Yixing City, and provincial and prefecture level municipal governments such as Jiangsu and Anhui will also promote the construction of carbon management system locally. Engineering enterprises Conch Group has taken the lead in signing an agreement with SEEE to actively carry out such construction.

The carbon management system will also be implemented in an orderly manner in power, steel, nonferrous metals, building materials and other industries, as well as emission enterprises and relevant investment consulting and management institutions.
