China’s State Council to establish and improve carbon emission peak and carbon neutralization standards

Recently, the CPC Central Committee and the State Council issued the National Standardization Development Outline, which pointed out to establish and improve carbon peak and carbon neutralization standards. The country will accelerate the updating and upgrading of energy-saving standards, speed up the revision of a number of energy consumption quotas and mandatory national standards for energy efficiency of products and equipment, improve the requirements for energy consumption quotas for key products, expand the coverage of energy consumption quota standards, and improve supporting standards such as energy accounting, testing, certification, evaluation and audit.


They will also accelerate the improvement of carbon emission verification and accounting standards for regions, industries, enterprises and products; Formulate greenhouse gas emission standards for key industries and products, and improve the standard identification system for low-carbon products; Improve renewable energy standards and study and formulate standards for ecological carbon sequestration, carbon capture, utilization and storage, as well as implementing the carbon emission peak, carbon neutralization and standardization improvement project.

Standards are the technical support for economic activities and social development and an important aspect of the national basic system. Standardization plays a fundamental and leading role in promoting the modernization of national governance system and governance capacity.

The establishment and improvement of carbon peak and carbon neutralization standards will promote the realization of the “double carbon” goal, facilitate the supervision of carbon emissions and enhance the activity of the carbon trading market. For enterprises, this will standardize their carbon emission behavior, promote them to strengthen the use and investment of new energy, and be conducive to the development of photovoltaic and other new energy industries.

Specifically, the revision of energy consumption quota, mandatory national standards for energy efficiency of product equipment and the improvement of energy consumption quota requirements for key products mean that manufacturing enterprises either improve or reset production equipment, or use photovoltaic and other new energy that does not occupy energy consumption indicators for “hedging”.

Obviously, the former will increase the financial burden of enterprises, while the latter has strong economy. Especially in the context of the marketization of coal and electricity prices and the increase of energy consumption quota standards, if enterprises want to obtain cost advantages, the use and even investment of new energy such as photovoltaic will become the guarantee of market competitiveness, which will promote the rapid development of photovoltaic and other new energy industries.

Expanding the coverage of energy consumption quota standard means that more industries will enter the regulatory scope of carbon emissions, which is equivalent to expanding the demand side of photovoltaic and other new energy industries, especially the industrial and commercial distributed photovoltaic field.

Accelerating the improvement of carbon emission verification and accounting standards for regions, industries, enterprises and products means that there will be traces and evidence for carbon emission control, and the supervision will be strengthened. This will increase the cost of enterprises not fulfilling carbon reduction requirements from the regulatory level, and then encourage enterprises to use or invest in new energy such as photovoltaic.

The formulation of greenhouse gas emission standards for key industries and products and the improvement of low-carbon product standard identification system mean that the supervision of high-carbon emission industries will be more and more strict. At the same time, the product identification obtained by low-carbon emission enterprises will effectively enhance the global competitiveness of enterprises.
